Spend more on footways

Transfer some of the budget from roads and surface dressing to footways. Everyone uses footways, car drivers and cyclists even have to walk at the end of their journey. To encourage active travel by walking, which is far more popular than cycling, there needs to be an huge improvement in surface condition and the installation of far more wheeling crossings, either dropped kerbs or preferably raised tables. 

Footways have been neglected for years in favour of roads but are far cheaper to maintain.

Encourage walking as active travel and assist less mobile to use footways.
