Scale back active travel construction

As a cyclist I would prefer money to be spent on existing infrastructure as holes may be inconvenient for cars but dangerous for bikes. 20mph zones have no need for dedicated cycle lanes. Existing rural 40mph routes should be maintained to a much higher standard to encourage cycling.
